Flood Insurance for Coastal and Inland Properties in Maryland and Pennsylvania

Your Homeowners Policy Won't Cover Flood Damage — Here's What Will

One of the most common and costly surprises after a storm is discovering that a standard homeowners policy excludes flood damage entirely. That exclusion applies whether you're in Maryland or Pennsylvania, whether the flooding came from a storm surge, an overflowing creek, or backed-up stormwater. Flood damage requires a separate policy, and getting the right one depends on where your property sits and what coverage options are actually available to you.

At Mid-Atlantic Insurance Group, reviewing flood exposure is a standard part of every Eastern Shore home insurance conversation. We check your FEMA flood zone designation, walk through NFIP and private market options side by side, and make sure you understand what you have — or what you're missing — before a storm makes that conversation urgent.

NFIP vs. Private Flood Insurance: Understanding Your Options

Three people ride in a car, with sunlight and tree shadows across the windshield.

The National Flood Insurance Program (NFIP)

The NFIP is the federal flood insurance program administered through FEMA, and it's the most widely available flood coverage option for properties in participating communities. NFIP policies cover up to $250,000 for the structure and up to $100,000 for personal contents. For many homeowners — particularly those in designated flood zones who carry a federally backed mortgage — an NFIP policy is required.

NFIP pricing is based on your property's flood zone designation, elevation, and structure type. If your home is in Zone AE, which covers much of coastal Worcester County, MD, an elevation certificate can significantly affect your premium. We help clients obtain and interpret elevation certificates so the rate you're quoted actually reflects your property's true risk profile.

Private Flood Insurance

Private flood carriers have expanded significantly in recent years and now offer a genuine alternative — and in many cases, an improvement — over NFIP coverage. Private policies can offer higher coverage limits, shorter waiting periods, broader definitions of covered damage, and in some situations, lower premiums than the NFIP rate for the same property.

Private flood insurance is worth comparing for most coastal Maryland properties, and particularly for manufactured homes near Ocean City where insurability through standard channels has become more complicated. We access multiple carriers and compare NFIP and private options for every flood quote we run — you see both, not just whichever one is easiest to place.

Flood Zones, FEMA Maps, and What They Mean for You

FEMA maintains Flood Insurance Rate Maps(FIRMs) that classify properties by flood risk. The two designations that matter most to our clients are:

  • Zone AE — High-risk areas with a 1% annual flood chance. Flood insurance is typically required by mortgage lenders for properties in Zone AE. Much of the Eastern Shore, including areas in and around Ocean City and Berlin, MD, falls into this category.
  • Zone X — Moderate- to low-risk areas where flood insurance is not required by lenders. However, FEMA data shows that more than 20% of flood insurance claims come from properties outside high-risk zones. York County creek flooding is a real example of this.

FEMA updates its flood maps periodically, and a remapping can shift your property from one zone to another — affecting both your coverage requirements and your premium. Knowing your current designation is the starting point for any flood coverage conversation.

Flood Risk Isn't Only a Coastal Problem

Most people associate flood insurance with oceanfront property, and the risk there is real — storm surge, rising bay water, and coastal flooding affect properties throughout Worcester County and the Ocean City area every hurricane season. But inland flooding is a significant and underinsured risk across our service area.

In York County, PA, properties near streams and low-lying areas can experience flash flooding from heavy rain events that have nothing to do with the coast. Stormwater systems get overwhelmed. Creeks jump their banks. Basements and ground floors flood. A homeowners policy won't respond to any of it. If you're not sure whether your property carries flood exposure, that's exactly the conversation we're here to have — before a storm answers the question for you.

Flood Insurance Questions We Hear Most Often

  • Do I need flood insurance if I'm not in a flood zone?

You're never required to carry flood insurance outside a designated high-risk zone, but "not required" and "not at risk" are two different things. Over 20% of NFIP claims come from properties in low- to moderate-risk zones. If your property sits near a creek, in a low-lying area, or in a region with heavy seasonal rain, flood coverage is worth considering regardless of your zone designation.
  • How much does flood insurance cost in Worcester County, MD?

Flood insurance premiums in Worcester County vary based on your flood zone, the elevation of your home, the age and construction type of the structure, and whether you're purchasing through the NFIP or a private carrier. Coastal properties in Zone AE typically carry higher premiums than inland properties in Zone X. An elevation certificate can sometimes reduce your NFIP rate meaningfully. The best way to get an accurate number is to let us run both NFIP and private market quotes for your specific address.
  • What is an elevation certificate and do I need one?

An elevation certificate is a document prepared by a licensed surveyor that records the elevation of your home relative to the base flood elevation in your area. It's used by NFIP to calculate your flood insurance premium more precisely. For homes in Zone AE, an elevation certificate can lower your premium if your home sits above the base flood elevation — or confirm a higher rate if it doesn't. We can help you understand whether obtaining one makes sense for your property.
  • Does flood insurance cover my personal belongings?

NFIP policies offer two separate coverage components: building coverage (the structure itself, up to $250,000) and contents coverage (personal property, up to $100,000). Contents coverage is purchased separately and does not automatically come with a building policy. Private flood policies vary by carrier but often include contents coverage with higher limits. We'll make sure you understand what each option covers before you choose.
  • Is flood insurance available for manufactured homes near Ocean City?

Yes, though the options have become more limited in recent years as some carriers have tightened their underwriting for manufactured and mobile homes in coastal areas. NFIP coverage remains available for eligible manufactured homes in participating communities. Private market availability depends on the specific property, its location, and its elevation. We work through these situations regularly and will identify what's available for your property specifically.
